Is there a way to do a Save To Repository service task and tell it NOT to save any documents uploaded to the form?

what you need to do is creating a copy of the form that you wish to save, but removing the attachment variable(upload) and choose that you need to save into laserfiche data from a specific form not a process step, and choose the new form.
in this way you can save the form without uploads.
