I did test on some entries that had already been processed, but I also tested new entries.  Since some documents may be entered at a later time with the same incident numbers, I wanted to ensure that the numbers wouldn't be added unless they were different.

I did manage to fix the situation by retrieving the field value from the parent folder and removing any duplicated using the assign field values activities before syncing the data.
