Searching bypasses folder with security tag

Hi, if a folder has been assigned a security tag but the documents within that folder hasn't, a user or group that has not been assigned that security tag is still able to search and view those documents within that folder. Is this by design? And is there a setting that can prevent this without having to assign the security tag on those documents within that folder as well? Thanks.

Right, the restrictions that a security tag gives to a folder is not inherited down the tree to its children.
