We have purchased a block of the new (Sep. 2018) "Education User" subscription license types. From my understanding these licenses give users the ability to act as Forms Participants and read-only access to the repository. I have the licenses installed on our Directory Server (10.3.0.110) and have the licenses assigning correctly to the users. However, the user accounts do not show up on the Forms Server (10.2.0.834) when I synchronize. I believe that I have set up everything else the same as my Forms Participant licenses. Do these subscription users operate differently? Is there any additional documentation that I can review?

Please confirm that in the FormsConfig site, on the "UserAuthentication" page, you have Forms configured to use Laserfiche Directory Server authentication, and not Laserfiche Server authentication.

I do have the FormsConfig set to LFDS authentication. It seems to be the only option.
The problem could be related to this post that I came across. I am using some AD groups to map the Directory Server groups.
Upon further testing, it seems like the Education Users have access to the Forms server but their username does not show up on the Forms server as a Participant until they have logged onto the Forms site once. Does this sound correct?
