Workflow user exclusion filter

We are doing a mass document import and the workflow subscriber is getting a bit overwhelmed despite the repository user being excluded in the User Exclusion Filter in Workflow Admin Console.  Am I misunderstanding what that option is for?

The exclusion filter speeds up evaluation of these events (by making the subscriber ignore all rules for events from that user), it does not keep them from being queued on the Subscriber for evaluation.
