Is your WebLink instance licensed as a 'Web Distribution Portal'? That's a special edition of WebLink that only allows one pre-created user type to connect. You can confirm that by looking at the WebLink product license (it's the only scenario where the information is in the WebLink product license file, other items like public portal is always in the Lf Server license file).
