submitter email token blank

I have a Forms Process that kicks off a workflow in which an email is sent to the submitter.  After the workflow is done the from goes to a 30 day hold step where users can edit the form and submit it again if needed.  The email in workflow uses the "submitter email" token and works fine when the form is first submitted.  But if the form is edited in the hold queue, and then submitted again, the "submitter email" token is blank in workflow.  The "bp initiator email" token is populated, but that is the original initiator, and I would like it to email the actual submitter in case that is a different person.  We are using forms 10.2.1.246

I think I figured it out.  The email field for the user in Active Directory was blank, which is where Workflow was pulling that info from.
