I want to create a new group of users for ease of sending email notifications in workflow. Currently a few of these users that I want to put in the new group are in other user groups with rights and privileges setup appropriately. If I create this new group just for email notifications, do I need to set all the rights and privileges, or can I just leave them blank, knowing that the users are in other groups that have the correctly setup rights and privileges? Will the rights and privileges from the other groups take precedence over this new group that won't have any rights or privileges setup?

The effective rights are a combination of all security groups rights and privileges.
Precedence is Deny > Allow > Nothing Selected.
You can safely create groups with no rights, just for organization purposes.
