Web Access custom tabs is shown inside subfolders even though "include subfolders" is not checked

We have a custom tab that is set to be displayed when a specific folder is selected, and the "include subfolders" option is not checked. However, the tab contents are shown even when subfolders are selected.

When other top level folders are selected, the tab correctly displays the "Tab is not available for this entry type" message.
