What's the minimum supported iOS version for Forms 10.3.1?

Have a customer with 10.3.1 U1 and on iPad Mini (MD534CI/A) devices with iOS 9.3.5 and the Forms Inbox doesn't display properly on any browser. It works on newer iOS devices.

Is iOS 9 supported by Forms 10.3.1?

In line with this, here are some of the things I have tried to troubleshoot this to this point (which has led me to believe the iOS version is the issue here):

Cleared all browser data
Closed all open applications and rebooted device
In Safari, ensured Always allow cookies and Web site data were checked, removed all Web site data
Ensured there were no restrictions on the device for allowed content
Erased all settings
Reset the iPad
Verified the same behavior on and off our WiFi network
Attempted to use Request Desktop Site
