Report writing

I would like my submitters to be able to write reports on processes in FORMS.  Currently it looks like only Process Administrators can write new reports.  How about a report writer user?

Hi Katy,

Forms 10.3 introduced the Business Manager role. Users with this role can start processes; create, edit, and share reports; view reports to which the user is granted rights; take snapshots; edit process instance names; cancel process instances; and, if the user is assigned the task, complete and reassign a task. Business managers cannot design processes.

It would be nice if there were a role that could view the design process and design of unpublished forms.
