I do not think this would be easy to automate if it's possible at all, since the files would need to be selected by the submitter (ie, click the "File Upload" button, navigate to file(s), attach them--in other words, lots of clicking).

If your goal is to make a file(s) available from within the form, you could always look into adding a Custom HTML section with a URL to file in the Web Client. Alternatively, if you want to ensure that certain files are always submitted alongside the form, you can use a Workflow service task to find the files in the repository and make copies in the same location as the saved form.
