Is there no way to send an email to a person if a task is reassigned to them? For example, if I reassign a permit to Bob, and he only checks the Inbox periodically, can I send him an email in Forms to let him know the item needs to be taken care of...

Sure, just open your User Task in the process diagram. Double-click the User Task to adjust the settings as below.

You will need to be a Process Admin for that business process to accomplish this though. If you are not, then just ask your admin to activate that for that particular form.
