If you Right click and go to new user under the users tab in the Admin Console, you can then Select "New User"

This is where you set up the user and assign a license to the user.

Hi Anthoney,  Thanks for your suggestion but I so wonder why our window didn't show same as you for LF 10.2?

This would appear if you do not have a valid License in the server folder "C:\Program Files\Laserfiche\Server"

I have removed my License Restarted the service and i am able to recreate your issue, if i re license my Laserfiche server, then it will allow me to assign Repository Named Users.

If you Check Event Viewer your Laserfiche>ContentRepository>Service>Admin it should tell you that you have no valid License, or it is unable to mount repository as it would exceed the Licensed Limit.

If you Re license the server, or reload the Licenses if it is a production server, it should allow you to assign Licenses.

This can also happen if you're running a United version of Laserfiche where licensing is  based on concurrent connections rather than named users. If you click on the server name in the LF Admin Console, it should tell you what type it is.
