Tag Security Separate of Metadata

Is there a way to allow users to edit metadata on an entry but not edit tags?  If not, this is something that is needed as often the security tags are assigned out by Workflow and thus we want those to remain in place, while still allowing the user to change template data. 

Along these lines, is there a way to allow edit metadata but restrict who can create new tags?  We want to minimize tag sprawl by requiring their creation to go through the Laserfiche admins.

I don't know of a way to specifically restrict setting tags on documents. That is covered by the general "Write Metadata" access right.

You can restrict who can create tags. Just to be clear, you are talking about editing metadata in the sense of allowing someone to create/edit templates and fields, correct?

In that case it's easy to get granular about what people and/or groups can do. This is the MMC based admin console, for example.

I need to expand on this request as the opposite situation has now come up.  Not only do we have someone who needs to be able to update metadata but not tags, but we now have someone who needs to be able to apply tags but not change metadata.  This particular customer has the template data locked down once a document is in Records Management to prevent accidental or malicious changes except by a select group of people.  The problem is that they want to be able to use tags to assist in processes done throughout the year (such as I-9 verification) or to mark misfiled documents so those people who can edit the template are notified of an issue.  We really need the ability to apply tags separated from the "Write Metadata" entry access right.
