I have read that "a record folder's filing date determines the cutoff eligibility date for record folders for Time and Interval cutoff instructions". What is its purpose in other types of cutoff instructions, for example, Event + Time, etc.? Does it affect anything? Thank you for clarification.

The filing date is used to calculate any cutoff eligibility date that has to do with a time or interval, including those that are paired with events. For example, if you have a Time + Event cutoff instruction, you will need two things to happen for the record to be eligible for cutoff--the end of a cycle must be reached past the date it was filed, and the specified event(s) must be complete.
In order for Laserfiche to calculate accurately that a certain amount of time has passed since the record was first filed, or to know that it has reached the end of, for example, the fiscal year that it was filed in, the filing date must be correct. However, if you're using just an Event type cutoff instruction, there's no length of time or time period that is involved so the filing date will not be as crucial in that case for figuring out when the record will be eligible for cutoff.
