User is Forced to Check Out Excel Spreadsheet in WebAccess

When I open an excel document from web access, I can open the document fine; however, when another user opens the same document, they are forced to check it out, give reasons and download a local copy somewhere. Anyone know why this is happening?

The other user likely does not have the office integration installed, and clicked to bypass the installation at an earlier time when prompted. Downloading and installing the office plug-in installation package will likely address this.
