I just upgraded to the latest version of WebLink (10.0.0.915).  I wanted to check some settings but can't find what I'm looking for.  The help documentation still references the WebLink Administrator's Utility but the upgrade removed all traces of this utility.  It looks like we are supposed to use WebLink Designer for everything now.  WebLink Designer now has a Connections section.  Has everything been moved from the Administrator's Utility to Designer?  Will the help be updated to reflect the changes?
