When Root has 0 licenses available, client is unable to add a new device, despite selecting a different  organization with several licenses available. Client is having to allocate a license from their organization to Root when adding a device. When adding the device, they are selecting the organization to apply it to, then saving. After doing a search for the device, the organization reverts to Root.  Client is running  Laserfiche 10.3. Any fix for this?
