we would like to customize toolbar for everyone in organization, Is it impossible?
Actually, you don't need to do the above steps, although they would work. If you are a web client system manager you will have an additional option to set the default toolbar for all users in this screen. This will serve as both the default for new users and, optionally, can even be enforced for all users, preventing them from changing their toolbar themselves.
This is possible. Configure the buttons that you want for one user. Then, go to that user's trustee attributes, export their [WebAccess]ToolsetFolderBrowser attribute, and import it to the Everyone group. If you don't know what this means, continue reading.
To access trustee attributes from the web client, go to the web client Management page (click on user name at top right corner -> Management). Then go to Users -> click on user you configured toolbar for -> click on Attributes tab. Select [WebAccess]ToolsetFolderBrowser and download the attribute. Then click on Everyone in the left pane, select the Attributes tab, and upload the XML file you downloaded.
You'll need certain admin privileges to do this, so make sure you're logged in as an admin.
