Forms Create Report Option

Are system admins the only users that can create a report? I want our division heads to be able to create their own custom report but if I give them any rights other than system admin the "Create Report" option goes away.  I know I could create a report and give them access to the created report but we receive so many variations of information requests, it would be much easier if they could build their own. Am I missing something simple?  We are using version 10.2

Relevant point: "If you are a System Administrator, the Process Creator for the process, or a Process Admin, you can edit the report from this page by clicking the Edit button."

Is it an option to configure the relevant user(s) as Process Admins?

Thanks Rob, I think I can allow them to have process admin role, would much rather a submitter/basic user be able to create reports.  Thanks for the link, that helped a lot.

In Forms 10.3 we introduced a new process level security role called business manager. This gives a user access to start a process and create/manage reports (among other things). Consider upgrading to 10.3 to take advantage of this new process-level role.

Related to this topic, it appears that only Business Managers and Process Admins (in Forms) can create Reports as well as stop/terminate a process.  I do not want Business Managers to accidentally stop/terminate a process.  

Is there any way to not allow a Business Manager to stop/terminate a process?
