batch set metadata?

We have several hundred uploaded folders that do not have metadata set. Is there a batch/script technique that can be used to set metadata from a client desktop not using code + SDK?

Might we be able to use REST calls to do the job (assuming we could setup an authenticated session somehow?)

Is it the same metadata for all folders or is it based on something in the folder contents?

Same template - yes. Same entry on all - no.

We have folders with names of projects, and we need to apply metadata to the folder with the searchable [Project ID]. We have the name/ID matching in our desktop database .
