Web Admin Console: How to add QF Agent schedules?

I'm looking at this page.

However, in my Web Admin Console I don't see those same buttons. Specifically, I can't find how to add schedules.

I'm logged into the server as an administrator and have also logged into Web Admin as that system manager user.

This is version 9.

I didn't think you could add schedules in the web agent, only view the current schedules?

Does anything change if you refresh the page after logging in as system manager?
