I'm archiving video footage that's pulled from our surveillance cameras in LF. However, if I try to reopen the footage, it takes up to 5 minutes, where if I file and open it in Windows, it takes 2 seconds.

We're doing this as well, sometimes with 10GB+ videos.
I've found that downloads are copied to C:\Windows\Temp prior to downloading to the EndUser, I'd like to disable this part of the transaction.
No, but your comment about a copy being made it probably a root cause. If that's happening, I'm thinking this isn't something that can be fixed.
I found that the reason the file is copying to C:\Windows\Temp prior to sending to the client is because we enabled Compressed Volumes some time around LF 8 or 9. Since that option has been removed and we're working on Decompressing our volumes.
