Its sorted in alphabetical order. As far as I know its based on the ASCII value. See full list here.
There are lots of obscure unicode characters that will do the trick, like "ٴ". They can be confusing for folks to work with, though, and don't always display correctly.
A simpler, but more obtrusive, option would be something like a capital omega ("Ω"), which is part of the ASCII set and can be typed with Alt + 234.
I quite like the omega. We need something consistent/standard because we'll be pointing Import Agent to the folder.
EDIT: apparently Alt + 234 creates a U symbol in Import Agent... so that doesn't work.
Seems it dosnt completely follow the Unicode list. You can try these

- ι Greek letter
- Ι Greek letter, capital version of above character, not an "I")
- Ω Omega
- 一 Japanese Character
- 口 Japanese character
- 末 Japanese character "End"
- (a private use character)
I personally like the idea of using Ιmport folder (it uses the Greek capital I but to the user will look normal)
does it work in import agent (when pointing to that folder?) Because when I tried creating an omega using ALT+234, it gave me a completely different symbol.
