DEV and Prod for Workflow designer

I just have a clarifying question as I have recently been tasked to support LF at my company. No new work has been done to the Workflows since implementation. So my question is, shouldn't the Workflows in DEV match what is in Prod? I am finding the same Workflows are completely off in both environments.

Workflow does not have any builtin features for synchronizing the 2 environments. In theory, yes, they should match, but it would be up to the users who previously designed workflows to keep them in sync.

Excellent. So as a good practice, I should make sure dev matches prod before making any changes?
