comments required in versioning

Is there a way to make commenting REQUIRED when tracking versioning? As in, they are not allowed to leave the comments field blank?

Thanks for the response! I have a potential customer in the design industry that would like to make version commenting required since it is a huge part of their workflow.  Not a dealbreaker, but they wanted me to check,
