If you're talking about Windows users, then there's a couple prerequisites.
Once those are completed, you can create a rule in LFDS to auto-assign Participant licenses to AD groups. For example, we created a "Forms Participant" group in AD. Any user added to that group will receive a license when LFDS syncs. Next, we added that group to a Directory Group that is granted access to Forms so the one AD group grants both the license and access to Forms.
I think this (LFDS) is by far the easiest approach, however, if you are using Repository Authentication, you can allocate a block of Participant licenses to your Forms instance through the LFDS page, then you would manage license allocation directly through the Forms Admin page.

Yes I am using LFDS authentication for LF Forms. I have not understand the "Forms Participant" group is added to the Directory Group. Are you referring to the LF Directory Group? Please confirm.

Yes, we added the AD group as a member of the LF Directory Group.
On the LFDS page, the license allocation is handled through: Settings > Identity Providers > Rules
Just be careful because if you create a rule for participant licenses only, any Named Users in that group will lose their full license unless they are excluded from sync or have another rule applied to their account.
The rules are enacted Top-Down, so we have a Participant rule first, then a Named User rule for a different AD group second so no one loses their full license.
