Using Workflow Version 10.2.0.216

Has anyone else has issues with trying to copy and paste a for each value loop?  I am using a workflow to build my folder structure and assign rights.  When I assign rights I am trying to copy and past the For Each Value loop and then change the name of it to something unique.  The process of doing this breaks the whole loop.  It does not make the current value available to be used in activities inside the loop.  And attempting to publish a workflow with this gives me a "Failed to publish workflow" error.  Saving the workflow and then reopening it loses all the recent work.

Is this a bug with this version or has it always been this way?
