simple licensing question

Hello.  I'm new to using Laserfiche and have a simple question about licensing.  It's my understanding that user doesn't need a license (full or partial) just to fill out and submit a form.  But the person who is receiving the form to approve the form and/or make any modifications to it, does need a license.  

But my question is:  if the form needs to be sent back to the originator to make whatever changes the approver requires, does the originator need a license to make the requested modifications?

We are using RIO.

Any task assigned to a specific person, including one routed back to the submitter, would require a licensed user so the form would know who to associate with the task.

Anonymous form submissions are allowed if you have the Public Portal license, but because there is no user connected to an anonymous submission it would be a one-way trip.
