I don't think that is an option currently because Form attachments are stored in the Forms database, not in the repository, and only certain file types really lend themselves to browser viewing anyway.

You could probably get something close to that functionality for certain document/file types if you saved the attachments to the repository first, then used workflow to pass WebLink or Web Client URLs back into the next form in the process.
