WebLink search forms always run a Laserfiche search when the user clicks submit, they can't redirect to another page.  But you could easily make your own page to do the redirection to the desired search form and link to it from the welcome page.  It could be a plain HTML page and it could be hosted anywhere, it doesn't even have to be part of WebLink per se.
