PDF not checking-out in Web Access

We have a client that needs to edit fillable PDF's at a certain point in their process. The PDF files have been partially filled by Workflow at this point, and checking out/in is what needs to be done.

However, when a document is right-clicked and 'open > electronic' file is selected, the dialog box with 'Edit'/ 'View' comes up and 'Edit' is selected, Web Access just opens the PDF in a browser tab. (Using Chrome, which is what the client has to use)

Here is the version I'm working with. 

I've tried to find some settings in Web Access Options that may be causing this.  There are options for viewing files under 'Display' but no combinations changed the behavior of clicking 'Edit'. I am remotely connected to this client and do not have access to the administration or configuration of their Web Access. There is also no option to add or remove toolbar buttons such as the check-out/in, is this not available in this version?

You can still manually check-out documents by going to the overflow menu on the toolbar:

You are correct, but any idea on why the the check-out dialog is not responding as it should be when 'Edit' is clicked? This function works on other systems I've tried this on other systems with success. The client would prefer to be able to check out documents by a right click, especially since multiple documents cannot be checkout out at once while within Web Access. There are no other options when right-clicking a file besides the Open>Electronic file. 

Additionally, when the file is checked back in to the repository, the local copy is not deleted like it is for the windows client. Is this functionality planned for future releases?
