After buying more forms participants licenses the client is trying to renew master license but gets the following error. 

reactivation was not successful: Resource not licensed. (LFDS10)(LM059)

Their LFDS version is 9.2.1.208

Has anyone ran into this issue before?

It sounds like your product list changed. Probably best you take this up with Tech Support.
