Adding a Forms Participant

Can I add forms users that does not use a license? All these users need is to access, fill out and submit a form. They do not need access to the repository. These users will need to start the forms process.

To be authenticated and associated with the form instance, the user must have a Participant license at minimum (Forms access, but no repository access).

They do not require a full Named User license to use the basic features of Forms, but they will need at least a Participant license if you want them to log in and have their info tracked.

Alternatively, if you have a public portal license you can make a form public so users do not have to log in, but it would be somewhat anonymous and would not track/authenticate them the same way.
