testappn Insufficient Permissions

I have a client with a Windows 10 scanstation.  They installed ScanConnect, and it works but will not store the scanner settings.  We found that the SetScan.ini file was not present, so I had them create it.  After it was created, the scan user still could not edit SetScan.ini, so we resolved that.  When they try to run testappn.exe, when they select the driver, testapp throws a Insufficient Permissions (-1) error.  What is the error referring to (is it the ISIS driver) and what permissions are required?

 

They have another Windows 10 scanstation on the desk right beside this one and it works perfectly and we cannot find anything different with the permissions.

I had that issue a few times with Fujitsu scanners with the ISIS driver and Windows 7? For us we could not get the scanner to load in Laserfiche. It was an issue with the scanner drivers but could not figure out exactly what. I think the way we eventually just deleted the user's Windows profile, emptied out the Windows temp folder and cleanly re-installed the driver (manually deleted all the program files).
