It looks like you're creating a "summary" report. This type of report aggregates data from instance and cannot present individual values. You want to go back to the General tab and change the report type.

Chart is not available for non-summary type report.
The chart is used for showing summary data like "count" grouped by a certain type of variable, like "Code_Group" in your selection. Then the each column on the chart means the count of instances for a certain Code_Group.
What do you expect to show on chart if "string of City" is grouped by "Code_Group"?
I used those as an example, but I hoping it would show the actual text that was put into that field. For example, show Planning Codes (code group) in Los Angeles (city). Does it always have to be the count?
For text field, when used as x-axis (the group by option), the string shows on chart; but when used as y-axis, it has to be count.
You could use "city" as the "Group Instance by" field as Lena said. And to see detailed Planning Codes, click into the drill down and see them as a list:
