In Web Access 10, generally you can download, rename, etc. with the tools on the right-hand side of the platform:

However, when in the document viewer, the tools now are removed from the right-hand side and appear under the name of the document on the left:

I don't think it's very intuitive to have these tools change location - why not keep it consistent? I've already had multiple cases of folks not knowing where the tools are.
