I've got a form that has many field rules in it, and I expect to continue to add many more.  (I'm presently up to 48.)

Would it possible to look into copying the "+ Add Rule" Link that is presently found at the bottom of the field rules, and adding that copy to the top of the page? The link at the top of the page would then in turn add a blank rule to the top rule, or rather Rule 1.  

Here's an example of what I'm referring to:

For obvious reasons, it helps to move the field rules around and group them together when you have many rules.  It would be helpful to have a link at the top, to cut in half the number of rules I'm clicking through to add a rule near the top.

Even better, would be to be able to drag and drop a rule anywhere, similar to the fields on the Layout Tab, but I figure this would be an easier place to start.  (baby steps, right?)
