Can forms allow self registration?
We would like to have a form to have people use a forms authentication account that after approved would create the account automatically.

Can you clarify what you mean by registration? If you're asking whether Forms can be used to automatically create new Laserfiche named/authenticated users, then no, I do not believe this is possible. Authenticated users need to be setup in the Administration Console before they are allowed to do anything in LF.
Having said that and assuming I understand your question correctly, you could setup all users ahead of time in the Administration Console. When a user submits the form you refer to, variables are passed to Workflow and Workflow assigns rights within the repository to the user. In other words, you can have users setup but effectively locked out of the repository until they complete the form.

Not a Laserfiche named license. They would not need to log into Laserfiche, just forms. This client could have 4,000 possible members, but only 700 annually would need access.
To streamline the process, if they could sign up using a public portal form then after approval can it automatically set up as a authenticated forms user instead of manually setting them up?

Why do these users need authenticated access to Forms? Will they be designing forms and processes? Managing tasks and assignments? If so, they have to be a named user.
If these users do not need to do any of the above, can they continue to use the public portal when they need to fill out a form?
As Rob mentioned, this is not currently possible. I could see a need for this when using the new subscription licensing model though as you would be purchasing licenses in bulk. Some of those licenses may not be used for individuals within your organization, so you would not have an AD account for them and there would need to be a registration mechanism for them.
The user may need to provide additional or update information they already submitted if something is wrong on the form.
As they are only participating in Forms without any Laserfiche access we were thinking Forms Authenticated Users are less expensive.
What we are trying to avoid is the manual process of creating the user.
