Log into repository with import agent profile

I was working on setting up Import Agent and was getting access denied errors in the event viewer for Import Agent. To trouble shoot that Laserfiche account, I tried to login to the repository with the Import account. I again got denied. 

I was able to log into the repository once I gave the Import account 1 privilege. The "Set Trustee Privileges". With this 1 privilege I can log into the repo and make sure my password is good and the folder rights are good as well. I do not have a license assigned to this account as the documentation says its not required. 

The question is, is this a glitch? Shouldn't I be able to log into the repo just like my admin account with no license? If I'm not supposed to be able to log in, why does that 1 privilege give me access?

Import Agent should not, under most circumstances, be configured to log in as a privileged user, although sometimes this is convenient. Import Agent never consumes a user license, but this is totally separate from security. If the user that IA is configured to log in as is denied log in access to the repository, then IA will not be able to log in. However, once logged in, IA's session will not consume a user license. All security settings will be enforced as normal for the IA session.

The allowance for administrative users to create two sessions without a license is to support two scenarios: recovering from a license assignment error, and performing initial repository configuration. It's not intended for IA to make use of this facility, and in fact, since IA never uses a user license anyway, even for unprivileged users, it's not really needed.
