Rio 10 Cannot Renew License after incorrect activation

Client activated Rio 10.2 by running the Activation Tool for Web access. Now the Rio Master License cannot be installed in Directory server. errors on renewal>

Invalid activation key: Activation failed. (LFDS10)(LMO24)

The database is invalid or the master license is already in use. Renew master license

The database is invalid or the master license is already in use

We deleted the Activation key that was created by the Activation tool and renamed the license file, and restarted the Laserfiche Server and Directory Server services. Same error. Please advise.
