Is it possible to create administrators who can assign access on folders without having access to read and modify any documents?
They should not be able to assign access rights to themselves.
I am using laserfiche 10.2.

You can assign groups or users the right "Write Entry Security" without making them an admin. Use scope to narrow it down to only the folders you want. I think administrators always have the ability to change entry access everywhere.
Users cannot set their own privileges (so a user with the 'Set Trustee Privileges' privilege cannot grant themselves other privileges), but otherwise there's no restriction on users being able to give themselves rights. The general suggestion if this is a concern is to ensure that they are audited as all changes to rights are tracked in audit logs.
