I don't know of anyway to retrieve the comments but you can do a search on tag comments.
{LF:LOOKIN="LFICHE\HR"} & ({LF:Tags="Fiscal"}) & {LF:TagComment="Approver*"}

Using a search within a loop and using tokens might be a backwards approach to what you are trying to achieve.   Not sure if this is helpful or not but thought I would throw it out.
