I'm running 10.1, so maybe 10.2 has addressed this, but it would be nice to be able to add text above/below a table, without hacking it.

This feature is not available in Forms 10.2 yet. We will consider supporting it in future versions. Can you sharing a screenshot for how do you currently use this on your form so that we can have a clear use case?

So this is what I'm talking about, instead of having the info text only appear under one column or repeat under three columns.

Yeah, we are clear of your request now which is to show the text above or below for the whole collection/table.
