I think I am over-thinking it.

If we stop the Forms Routing Service, make a copy of the existing Forms DB to a new server with the same permissions, etc., then change the Database on the FormsConfig page to the copy, will it just work?

I see the procedures for connecting a new DB in the docs, but nothing specifically about migrating.
