If a user submits a form, and the next user in the process has to change a field, can that change be logged or noted in the action history?

An example might be a user submits a purchase request, and the 2nd user in the process updates the quantity. So in the action history we'd like to see "User2 changed "Product QTY" from "1" to "3" or something similar.

I know we can type comments in the box but if you're changing multiple fields its too error prone. Thanks!
