In forms 10.2 there is not the same need to have the sub menu's for edit. The edit button takes you to the landing page for the Designer. From there it's one more selection into any of those individual elements that you are looking for in the 10.1 drop down - which were "hidden".
I understand wanting "short cuts" to specific landing pages - but there is also a risk of too many elements being communicated to the end user. We choose to streamline and simplify the interaction so that you select Edit, and arrive at a the entire Designer, and or choose Report - and have the same experience.
The older nested navigation was much harder for a user to define where they were and how they got there. Additionally as we move into a more modular implementation of the suite product - having "landing" pages for each of these specific areas to start will make a more understandable interaction.
