For these types of flows, instead of having them save as draft we generally change one of the action buttons to "Update/Save" and another one to"Completed".

Then, when the task is marked as Updated, it hits routing decision that sends an email and routes back to the previous step it was just at. This way it can loop for as long as they keep hitting the Update button.
