Forms captcha not needing to be 100 percent

I have a client that claims they don't need the Captcha to match 100 percent to go through. They are typing in about 75 percent of the captcha and it works. Is there a setting to make it more accurate or is this expected behavior. Thanks.

Most captchas accept a certain margin of error. This is because some of the letters shown may be difficult to make out even by humans, especially those who are visually challenged.

So do you think it's just a magic percentage or do you think its adjustable? Or where could I even find that information? Thanks.

The current recaptcha used in Forms is the google v1 reCaptcha which has a accuracy of 18% per https://en.wikipedia.org/wiki/ReCAPTCHA
